Mexico has signed free trade agreements with thirty-two countries and
investment accords with twenty, more than any other country in the world.
Nevertheless, the Mexican Constitution limits foreign and private investment
in several strategic sectors—in particular, energy. And in those
sectors open to private participation (telecomm, non-energy natural resources,
transportation, manufacturing), the political and regulatory environment
remains complex.
